Alexander's regular December meeting canceled; Special meeting scheduled

With only three aldermen and the mayor present the City of Alexander's last regular meeting for 2014 had to be canceled due to the lack of a quorum. Since Mayor Michelle Hobbs was present a fourth alderman would have provided the needed five members to hold the meeting. Under state law a mayor can be used to make a quorum.

Attending the Monday, December 15 meeting besides Mayor Hobbs were aldermen Farren Wadley, Samuel Gregory and Lonny Chapman. Absent were Ceola Bailey, Kenneth Miller, Juanita Wilson, Andrea Bearden, and Faye McKeon.

Even though an official meeting could not be held there was an informal discussion about one of the items on the agenda. The city council is being asked to change the zoning designation of the cattle farm that's in the city limits along Arkansas Highway 111. The farm, owned by Steve and Pam Scroggins, is in the process of being sold but the sale depends on the property being rezoned from "agriculture" to "residential" use.

When the Woodland Hills area was annexed in 2006 the farmland was needed to provide the connection between the City of Alexander and Woodland Hills. The Scroggins agreed to the annexation providing the farmland would remain zoned agriculture.

Present at the meeting was Layne Penfield with Baxley-Penfield-Moudy Realtors; the company handling the sale of the property. Penfield told council members the zoning change is needed before the end of the year to allow the developers to take advantage of low interest rates.

Mayor Michelle Hobbs has scheduled a Special Meeting for Monday, 
December 22 at 6 pm in city hall. Items listed on the agenda are "Layne Penfield," "Extend 2014 Budget" and "Public Comment." By state law because it's a Special Meeting the council is limited to only discussing and taking action on those items listed on the agenda. The public is invited to attend.

However, to change the zoning of property is more complicated than calling a meeting and voting. Before the city council can take a vote on a zoning change a public hearing must be held to allow residents an opportunity to voice their opinions concerning the proposed change.

The public hearing must be advertised in a newspaper for a set number of days prior to the hearing. The advertisement must include a legal description of the property, an explanation of the zoning change and the date, time and place of the hearing. Then an ordinance to change the zoning must be presented to the council for a vote.

This could be the last major issue decided by this council. Beginning January 1, the mayor and six aldermen will no longer serve the city due to the recent General Election and run-off election.

Mayor Michelle Hobbs will be replaced by former Mayor Paul Mitchell who defeated her in a run-off election November 25. Ward-1 aldermen Ceola Bailey and Farren Wadley will be replaced by Louis E. Hobbs and Jeffery S. Watson. In Ward-2 aldermen Kenneth Miller and Juanita Wilson will be replaced by Stephanie Beck and former Alderman Andy Mullins. Ward-3 Alderman Samuel Gregory will be replaced by former Alderman Dan Church. In Ward-4 Alderman Faye McKeon will be replaced by Melissa Ratliff.

Miller and Wilson were the only incumbents to lose in the November 4 election. Bailey, Gregory and McKeon did not submit petitions to be on the ballot. Wadley was a candidate for mayor and therefore could not run for an alderman position. Ward-3 Alderman Andrea Bearden and Ward-4 Alderman Lonny Chapman ran unopposed. The term for mayor is four years and an alderman's term is two years.

  1. Realtors should understand there is no way this issue can be settled before the end of the year. Rushing something through at the last minute under pressure SMELLS. Too much has to be done regarding building in this community to rush into another problem.
    Think about it folks – headaches and questions abound here!

    Why do you suppose the out-going mayor is rushing this through last minute?
    Another December fiasco like the last out-going council did?

    I URGE a no vote; let the incoming officials handle this.

  2. So you want to let the incoming mayor vote on this? The same mayor who didn't allow loves truck stop to come in?

    1. 1-Mayors only vote when there's a tie.
      2-Assuming a truck stop wants to build next to the Citgo it's probably already zoned for that purpose. In that case no permission is needed. Is the anti Paul Mitchell rhetoric starting already?

  3. I know how you vote. I'm talking about meeting people that want to come to alexander and possibly build. And no the anti mitchell return isn't starting. I didn't like Mayor Hobbs and I'm not a supporter of Mr. Mitchell there was just no other good choice for mayor.

Also, what makes you think he didn't? Shortly after Hobbs became mayor we got a Dollar General. You honestly don't think that happened overnight, do you?

    2. Your an idiot? Mayors meet with people who are interested in bring stuff to the city, then he/she present it to the council to discuss and think about it. I can tell you Dollar General didn't come about on Mayor Mitchell's watch. If Mayor-elect Mitchell removes curent Mayor Hobbs boyfriend from his position then Mr Mitchell will gain some respect from me. I hear he's wanting to bring that former Firechief Ridgeway back and destroy the fire department and return it to a volunteer. Pretty stupid if he does.

    3. You need to stop talking and showing your ignorance. Dollar General submitted a request for the city to abandon platted streets and for a zoning variance in the first six months of 2013. The council voted on the issues in June. Hobbs was appointed mayor in December 2012. While it's certainly possible Hobbs may have had something to do with them coming to Alexander it's also likely Mitchell had something to do with it during his two years as mayor. If some hadn't ginned-up some phony excuses (street lights and firing a bad police chief) for a recall election Mitchell would have been mayor when Dollar General was built.

      Showing more of your ignorance; mayors do not have the authority to remove aldermen from office. They have to either resign or be found guilty of a felony.

      Mark Ridgeway left the fire department due to physical disability issues. Not serious but serious enough that he thought he wouldn't be able to do his job safely.

      Hobbs turned the fire department into a full-time only operation with no consideration as to whether the city could afford it financially. Actually, the fire department has less fire fighters to draw from than it did when it was a combination full-time and volunteer. And, in case you hadn't heard, she was responsible for having a fire truck repossessed when she decided on her own to stop loan payments. She's done more harm to this city in her two years than Mitchell did. Less firefighters and one less fire truck; who's destroying the fire department?

  4. I happen to know that as administrators, there have been no better than Gator and Mitchell, probably EVER! Their attention to quality of personnel and budget concerns were unmatched before and after their term. Gator's department was efficient and well run. Don't base decisions or opinions on mere gossip, check the facts.

    And by-the-way, the new alderman is Hobbs husband; whether good or bad remains to be seen. Fact is, he is an ELECTED official of the community. While his opinions might very well be 'aped' from the then former mayor, he has a right to voice them.

    A 'community of ideas' is where sound decisions are birthed.

  5. I was never talking about removing a alderman! Former Chief Ridgeway tried 3 times to get on the Bryant Fire Dept and all 3 times he failed the exam! Fact!!! Look into it.
