The Alexander City Council tabled two major items at its
September 16 meeting. One was the appointing of someone to fill the vacant
alderman's position in Ward-3, Position-1. The other was an ordinance requiring
attendance at city council meetings.
The aldermen decided to wait another month to fill the
vacancy so more resumes can be submitted. They also ordered the city attorney
to make a change to the ordinance requiring attendance at city council
meetings.
Ward-3 resident Andrea Bearden was the only person to submit
a resume requesting to be considered for the open seat, which became available
when Alderman Dan Church resigned July 18. Church was elected in 2012 defeating
incumbent Harvey Howard.
Alderman Faye McKeon suggested former alderman Harvey Howard
be considered even though he did not submit a resume. Earlier this year both
Bearden and Howard submitted resumes when the council needed to fill the
vacancy in Ward-3's Position-2 spot. It became available when Alderman Jack
Shoemaker moved out of Alexander. That vacancy was filled with the appointment
of Samuel Gregory.
Resumes must be received at City Hall before the next
regular council meeting scheduled for October 21, 2013.
A
change to the ordinance requiring attendance at "regular" and
"special" council meetings by elected officials forced the vote on it
to be tabled until the October meeting. Alderman McKeon suggested that an
absence would be excused providing the person notifies someone at city hall before
closing time on the day of the meeting. No action by the council would be
required unless an alderman misses a meeting and hadn't called.
Under
the original proposal anyone unable to attend had to call city hall the day of
the meeting and provide the reason they cannot attend. The aldermen present at
the meeting would then vote as to whether the reason is an "excused
absence." Under McKeon's proposal the vote would only be necessary if the
official didn't notify someone of their expected absence.
The
ordinance also includes a fine of $50 after three unexcused absences
"during any calendar year." The fine jumps to $100 for each unexcused
absence during the same calendar year.
The
question of forcing aldermen to attend meetings came about after four aldermen
stopped attending council meetings after January. The move came about, in-part,
when during the regular January council meeting newly appointed Mayor Michelle
Hobbs announced she would "veto" any action passed that was proposed
by aldermen Juanita Wilson, Dan Church, Jack Shoemaker and Lonny Chapman.
The
four stopped attending meetings to keep the council from having a quorum in
order to slow down the mayor. Despite that, the council held some meetings
without a quorum.
In
other actions:
Council
members did give the Assistant Fire Chief Tim Blankenship permission to
purchase a used 2000 Pierce fire truck for $350 and make any necessary repairs
up to $5,000. This truck will replace a 1988 vehicle that is beyond repair.
Police
Chief Horace Walters told council members he is now getting prices to purchase
four new police cars instead of the original seven discussed earlier this year.
There is still some question as to how the city will be able to fund the
purchase.
Don't know of any meetings that were held without a quorum. There was a quorum according to law after Jack Shewmaker moved out of City according to law.

by the former Mayors/Councils, Treasurer, present Mayor/Council. Maybe the Joint Legislative Audit summons will answer what Faye McKeon is trying to find out about the City spending since she was appointed to the Council. Looks like maybe "THE OTHER SHOE IS ABOUT TOO FALL" for Juanita!!!!!

ReplyDeleteI don't think the Chief will resign but Mayor Michelle might relieve him of his post. Seems she has turned everything over to Asst. Chief Jackson without consulting or informing the Chief. I guess the Chief wouldn't do everything crooked with the spending and the running of the Dept. especially the spending. Seems our Police force does not like their new leadership since they are resigning. Maybe Jackson needs to be taken down 3 or 4 notiches from his arrogant attitude (to exaggerate one's own worth or IMPORTANCE in an overbearing manner!!!). Mayor Michelle and Jackson seems to be running every Dept. in the City. It don't get done unless they say to do it!!!! In my opinion Mayor Michelle has this same ATTITUDE!!!! Guess it comes with the Political Office!!! Seems like I heard it from Mayor Johnson "IT'S MY CITY AND I WILL RUN IT THE WAY I WANT TOO!!! (If you don't like it move or shut up). Council man Faye will stay on until her term ends which ends 01-01-2015. She will stay on not to create "HAVOC" but to try to get the illegial spending from being done. If Mayor Michelle would do her job she would answer the Councils questions about the City funds. SOME CITY DEPARTMENTS ARE BROKE!!! Mayor Michelle is spending money from "RESTRICTED SALES TAX COLLECTED FUNDS"
I wish Mr. McKeon would run for Mayor in 2014. He has a business head on his shoulders and can use the City funds properly. He knows the laws that govern how government should be run. He probably helps his wife with the questions she is asking. It may take a few cost cutting changes in City operation for about a year but the outcome would be good. Maybe the best thing that needs to happen is the City of Alexander be taken over by the State and kick everyone out for about a year!!!
The next Council Meeting ought to be interesting. I hope we get alot of press coverage for the meeting especially after the Joint Legislative Audit Committee meeting held today about illegial spending.

Juanita if you know that illegial spending has occured and is still on going why don't you help Ms. McKeon get some answers in the Council Meetings? You did not mind speaking about it today in the hearing. The X-Mayor Paul Mitchell did the same thing but you did not mention him. WHY??
It is a shame that a City Bookkeeper paid with tax money to do a job does not have a clue about how much money is in the City Accounts. Guess she was coached by Mayor Michelle. At least I did not hear the word "INTEND" from anybody that spoke. I guess they will put it in written answers.

DeleteYes I was there. Just ask Juanita,. She was the only Council Member to speak. Don't know if it done any good but she spoke the truth. She told the truth more than Mayor Michelle did. Mayor Michelle did a good job of preparing the City Bookkeeper in what "NOT TO SAY!!!!" I don't know why the ones were ask to be present when they were not ask any questions.

DeleteI did not say that. I said "JUANITA WAS THE ONLY COUNCIL MEMBER TO SPEAK!!!!. There was several City people there along with X employees. Read today's Ar. Demo/Gazette. Seems like the Committee did not like the answers they got. Juanita did not say that the X-Mayor Paul did the same kind of spending while he was in City Hall. He was ask to attend but elected not to attend. The X-Treasurer JoAn did not say anything about her paying her and others illegially. She sat there like a "MEEK CHURCH MOUSE" Hope she has to pay her money back.

I wouldn't start circulating the petition yet to get Bob on the ballot. Water customers, who have incurred his wrath, would have to hold their collective noses to vote for him just to get rid of Michelle. Those who don't know him might elect him if they've had enough of Michelle and no one else runs.

DeleteThe only "Water Customers" who have a problem with him are the ones who try to do things their way and against State rules and regulations. Most of them want "SOMETHING FOR NOTHING". He and the Facility Board Members along with County Government has brought the Water & Sewer PFB System from Bankruptcy and mis-management to one of the best Government Systems in the State. Just look at all the Grant money and low interest matching Grant/Loans that have been received to bring the System to the future. He does not show favors to developers, friends or slum lords. Everyone is treated the same. The system has been brought from "BAD DRINKING WATER, ILLEGIAL SEWER DISCHARGE, DEBTS OF OVER
$750,000.00 TO A CURRENT NET WORTH TO THE USERS OF OVER
$2 MILLION DOLLARS, WHILE PAYING OFF ALL WATER IMPROVEMENT LOANS INCURRED". Looks like Mr. McKeon would make a good Mayor for a City in the same shape.
As for the petitions, if you are correct the water customers you speak of might stand in line to sign it in order to get rid of him. Just takes 20 signatures. If he does file the customers you talk about, if they exist in big numbers, will elect him to get rid of him. He will probably get more votes that were cast in the RECALL of X-Mayor Paul. I am looking forward to 2014 Elections to see who files for City Office.
